Thomas Odom is a visiting professor at Penn State
Dickinson School of Law. After more than a decade
of law practice in Washington, D.C., a judicial clerkship,
and five years on the faculty at Oklahoma City University
School of Law, Professor Odom brings his expertise
in administrative law, civil and appellate procedure,
and constitutional law to the Law School. As a member
of the Appellate Practice Group in the Washington,
D.C. office of Arter & Hadden LLP, Professor Odom
handled many cases before the U.S. Courts of Appeals
and the U.S. Supreme Court. His scholarship has concentrated
on constitutional issues, particularly federalism.
