Professor Haughney joined the faculty shortly after his retirement from the U.S. Army Judge Advocate General’s Corps. During his army career (which included combat service as an artillery officer in World War II), Professor Haughney had considerable international experience and, while on active duty, earned a master’s degree in international relations. Professor Haughney was a regular participant in Penn State Dickinson’s international programs and taught courses in civil procedure, federal practice and military law.
