Professor Carlos Ball teaches property, land use
controls, the theory of property rights, and sexual
orientation and the law. He joined the Penn State
Dickinson faculty in 2003. Previously, he was a professor
of law at the University of Illinois College of Law,
a trial attorney with the New York Legal Aid Society,
and Special Counsel for HIV & Tuberculosis Policy
for the New York City Department of Health. Professor
Ball writes in the areas of gay rights, disability
law, and property law. He is the author of The
Morality of Gay Rights: An Exploration in Political
Philosophy (Routledge, 2003) and the co-editor
of Cases and Materials on Sexual Orientation and
the Law (with W. Rubenstein and J. Schacter)
(West, 2007). Professor Ball is a frequent speaker
at symposia and conferences. Since 2003, he has presented
papers at the Alabama, Emory, Georgetown, Harvard,
Minnesota, UCLA, Virginia, and William & Mary
law schools, among others. He has also spoken at the
annual meetings of the Association of American Law
Schools, the Western Political Science Association,
and the American Philosophical Association. In 2004,
Professor Ball received a Dukeminier Award for excellence
in scholarship. In 2005-06, he was a visiting professor
at the Rutgers University at Camden School of Law.
