Judge Richard A. Lewis was first elected to the Dauphin
County Court of Common Pleas in November 1993 and
retained in November 2003. He currently serves as
the county's president judge and previously served
as juvenile court judge and a member of the Supreme
Court’s Rules of Evidence Committee, and he
recently completed a six-year term as a member of
the Education Committee of the Pennsylvania Conference
of State Trial Judges. His judicial assignments have
included civil and criminal matters as well as family
court cases.
Prior to his current position, Judge Lewis served
as Dauphin County district attorney for fourteen years.
During his tenure as district attorney, he was elected
president of the Pennsylvania District Attorney’s
Association and served on the Pennsylvania Commission
on Sentencing for seven years. He prosecuted more
than 100 jury trials, including fifteen homicide trials,
seven of which were capital cases.
In addition to his service as an adjunct professor
at the Law School, where he teaches Pennsylvania Criminal
Law Practice, Lewis teaches students at Widener University
School of Law (Harrisburg Campus) and Pennsylvania
State University (Capitol Campus). He has lectured
extensively at the Pennsylvania State Police Academy,
Harrisburg Area Community College Police Cadet School
and the Pennsylvania District Attorney’s Institute.
He presented programs on Criminal Procedure to the
New Judges’ Conference in 1988, 1990 and 1992
and occasionally presents Continuing Legal Education
programs on behalf of the Pennsylvania Bar Institute.
