Kathleen W. Collins
Kathleen Collins is an adjunct professor of law at Penn State University's Dickinson School of Law on the University Park Campus. Ms. Collins teaches Bank Regulation.
Ms. Collins is a partner in the Business and Finance Section of Morgan, Lewis & Bockius LLP, an international law firm, resident in its Washington, D.C. and Philadelphia, PA offices. She is admitted to practice in Washington, D.C. and Pennsylvania, and is a member of the bar associations of both jurisdictions (former chair of the Steering Committee of the D.C. Bar Section on Corporations, Finance and Securities Law) as well as the American Bar Association, in its Banking Law Committee. She is also a member of the Federal Bar Association, and is former chair of the FBA's Executive Council Banking Law, and a present member of that group.
Ms. Collins has been a banking attorney for her entire
legal career, and was executive vice president and
general counsel of The National Bank of Washington
and its holding company prior to entering private
practice in 1989. As a partner at Morgan Lewis, she
has represented local, regional and national financial
institutions in legislative, regulatory, and transactional
matters.
She has written and lectured on a variety of topics including litigation affecting banks, federal preemption, privacy, and banks-in-insurance. She is Washington counsel for the Bank Insurance & Securities Association, a trade group composed of bank holding companies, national and state-chartered banks, and thrifts and credit unions which sell securities and insurance.
A graduate of Penn State (B.A. — School of Journalism, 1972) and Temple University School of Law, she is a supporter of the Penn State College of Communication's First Amendment Center and a member of the University's President's Club. She
and her husband, John, reside in Washington, D.C. and Wayne, PA.
