Penn State Law professor Charles Keckler will moderate the discussion between Mr. Doug Bandow, senior fellow at the Cato Institute who specializes in foreign policy and civil liberties, and Mr. Chuck Pennacchio, executive director of Healthcare4ALLPA. Professor Keckler is a former deputy assistant secretary for policy at the U.S. Department of Health and Human Services.
A catered reception will precede the event beginning at 5 p.m.
